GENERAL TOPICS IN EVALUATION

defining MONITORING & EVALUATION in education

Evaluation is

  1. an internal or external management activity [designed] to assess the appropriateness of a programme’s design and implementation methods in achieving both specified objectives and more general development objectives; and to assess a programme’s results, both intended and unintended and to assess the factors affecting the level and distribution of benefits produced (Valdez & Bamberger, 1994)

  2. a process of analysis and control designed to determine the relevance, effectiveness, significance, and impact of specified activities and the degree of efficiency with which they are carried out (Chinapah & Miron, 1990).

  3. a systematic activity undertaken to assist an audience to judge and improve the worth of a programme or activity  (Windham & Chapman, 1990).

Monitoring is

  1.  a continuing function that aims primarily to provide the management and main stakeholders of an ongoing intervention with early indications of progress, or lack thereof, in the achievement of results. An ongoing intervention might be a project, program or other kind of support to an outcome. Monitoring helps organizations track achievements by a regular collection of information to assist timely decision making, ensure accountability, and provide the basis for evaluation and learning.

  2. a continuous function that uses the systematic collection of data on specified indicators to provide management and the main stakeholders of an ongoing development intervention with indications of the extent of progress and achievement of objectives and progress in the use of allocated funds.
