WHY DO WE NEED NATIONAL SYSTEMS OF EVALUATION IN EDUCATION?
In the modern era, nation states must monitor progress on education goals in education. Both national large scale assessments (NLSAs)and international large scale assessments (ILSAs) of educational achievement may be used for that purpose.
One of the weaknesses in Caribbean education systems is the undue focus on public examinations for selection and certification. These assessments have limited value for evaluators because they do not adequately answer the question of "how good is goo enough" and are not designed to measure comprehensively achievement on the curriculum.
International Assessments like PIRLS and TIMSS can be used to measure progress on national education goals-What are the implications for Trinidad and Tobago's continued participation in PIRLS and PISA? What other International Assessments should Trinidad and Tobago consider?
Is it good enough for us to simply fund education without considering if learning is taking place? How do we answer this question without assessment?
