AN EVALUATION MODEL is an overall strategy or approach that guides the questions you ask as well as the design.

Several models are available and an evaluation framework may also use multiple approaches or models (See Bledsoe, K. L., & Graham, J. A. (2005). The use of multiple evaluation approaches in program evaluation. American Journal of Evaluation, 26(3), 302-319).
